Extract from private letter from Grantham to Fitzherbert M. D'Aranda may have exceeded his powers in the "exorbitant demands". No answer should be given to the Dutch Petension until Britain sees the sincerity and extent of France's claims. The Pretension as a Preliminary is unreasonable in the "highest degree" but Britain may have to give way in the treaty itself regarding liberty of commerce.
