Recounts conversation with Rayneval regarding Walpole's negotiation with De Castries. Both Rayneval and Vergennes think Fitzherbert should be authorised to present a memorial to Vergennes to the effect that the affair in question might be brought back into the "regular channel of discussion". Vergennes wishes to cooperate in preventing any jobbing in the funds in consequence of the present negotiations.
