- TitleGrantham, St. James's to Emanuel Mathias (No 4, draft) The steps Mathias has taken with regard to Dutch Privateers which made their appearance in the North Sea near the entrance of the Elbe and the Baltic were very proper. It was of great use to Eden to have the Depositions sent so early regarding the capture of the Jane of Aberdeen by the Espion. Mathias's representations to the Senate regarding that privateer were judicious. The appointment of M. Hoefer to be Imperial Consul at Hamburg is "quite a new establishment". Mathias is to be attentive regarding the functions of the Consul's office and whether Imperial Flag is employed for the purposes of covering or protecting the properties of Britain's enemies.
