Grantham, St. James's to Elliot, Berlin (No 6, draft) Mr Fitzherbert is to succeed Grenville at Paris. Elliot is to assure the Prussian Ministers that there is "not the smallest alteration in the Measures The King has adopted". Grantham has explained the business fully to Count Lusi. Lord Cholmondely has declined the post of Envoy Extraordinary and Minister Plenipotentiary to the Prussian court.
