The King of Spain is making a loan from his own account and procuring as much gold coin as he can from Portugal which will be recoined in Spain with a considerable alloy. Britain should "strike at the root" of Spanish resources in South America. Walpole feels it is "time that G.B. should exert itself against the false doctrine of the Russian Code, the number of Neutral Ships employed in the French trade of their islands has raised the trade of that Country to a flourishing degree". Some "meddling" persons have come from Ireland to Lisbon to discover whether "government have not neglected the business of Ireland".
