A paper delivered to Mr Grenville on 21st June by M. de Vergennes was so vague that Mr Fitzherbert was directed to require an explanation of it, which Vergennes said he would give. The continuation of negotiation at Paris depends upon the "good faith and reasonableness of the Court of France". Harris has no doubt of Czarina's approaches to the Emperor with regard to the part he may take with her against the Porte, whom she suspects of creating the rebellion in the Crimea. Whom Czarina joins with will depend "on degree of cordiality" with which Harris enters into her views on the subject. As regards a Congress, Grantham is unable to add more than Keith already received by Fox's No 9. No arrangement can be formed until some basis of a treaty is agreed upon. French have "great expectations" of their operations in East Indies, and of success in the attack upon Gibraltar.
