No answer is to be given - it might risk negotiation at Paris. The mediating courts have been told that Britain "waits for some Eclaircissement upon points of Importance, before a formal answer can be given". Grantham has reason to believe the Court of Russia will not take offence. Doubts whether the same moderation will be shown at Keith's Court. Keith to state that France "bears an equal blame" in agreeing to a negotiation at Paris and "every fair avenue" must be tried to secure peace. M. Belgioioso received Grantham's communication. Will report back to Keith as soon as possible. The "language and disposition" of Russia and Prussia is "very favourable".
