(Marked 'Cy') Has been speaking with the Danish minister regarding a closer alliance. The Danes are great gainers by the war. Their dependency on Russia such that should Britain "engage in alliance" they would be party to it. Denmark's navy would be a "great support". The Prussian minister wishes to know Russia's opinion on the proposed alliance. He always "in the most guarded Manner professes his Royal Master's Attachment to His Engagement with Russia but...the prevailing Principle observable in the King of Prussia is an excessive jealousy of the Emperor & of his influence with the Empress". Count Belgioioso is anxious about the "weight of the Court of Berlin at Petersburg". Prince Kaunitz is regularly informed of the transactions at Paris and "extolls the conduct of France as much as he deprecates ours". The Empress should know that France "not only pervades and Governs the Cabinets of our Enemies, but actually influences the Councils of those, who, if not friends ought at least to be impartial".
