    Precis of Mr Grenville's Proposition with M. de Vergennes' response The proposition of Mr Grenville: The King is ready to declare the independence of the 13 States of America and to cede to them New York, Charlestown and Georgia including the town of Savannah. The situation regarding the Belligerant Powers should be put back to that of the Treaty of Paris of 1763. Response of M. de Vergennes: France consents to the Treaty of Paris being the base of the negotiation except for the following exceptions: 1. New arrangements concerning the West Indies. 2. New stipulations relating to Africa. 3. Equitable regulations regarding fishing in Newfoundland. 4. An arrangement of commerce between the two nations. The two nations should discuss restitutions and compensations once the negotation is established. England is to make suitable overtures to the powers and states implicated in the war to achieve negotation. The situation regarding the allies of France needs to be settled at the same time as the negotiation, either separately or together.
