Lord Duncannon misconceives their duties; they are as much watchmen as foremen, stop gaps & trespassers; distance between woods means more men than if all together; villages differ in population & price of fuel, therefore much pilfering, more than e.g. in 1,000 acres together in a neighbourhood where coal is cheap. North Bedfordshire far from here; man on the spot like Turnbull needed. Same with Woburn & Oakley farming; one bailiff could manage if adjacent.
