    QSR1918/4/3/2a Appendix to the Calendar of Prisoners Session Bedford County, 9th October 1918 Young Offenders (16 to 21 years of Age. Governor’s Report: 1. Ernest Moulster Has had several chances to do well but has failed to take advantage of them. Of Criminal tendencies and I think there is no final hope that he will do better. The influence at home has not been good I fear which has probably helped him to drift into the life he has been leading. A long term under the Borstal System appears to be the best thing for him. 2. Victor Edward. Baxter: Not of Criminal habits or tendencies. Has recently been associating with bad company which has been the cause of his downfall. He expressed sorrow for his Offence and see’s the folly of it now. I sentence under the [] Borstal System may pull him up. 4. Eva Lily Cox: The girl is physically fit for Borstal Treatment but having been only secured on the 2nd inst, there has not been much time for inquiry otherwise from the Information available she requires discipline, and a term of Borstal Treatment appears to be the best thing for her. ---------------- QSR1918/4/3/2b The Police say the girl Cox is pregnant. Have you any official knowledge of this? (note) The girl says no and we have no knowledge of such.
