    Explains that the rural district councillors will also represent on the Board of Guardians and that there are to be three guardians in place of two. The plural vote has been abolished and the election will be by ballot. The new District Council will be the Rural Sanitary Authorty and the Highway Authority - gives details. 'We are in favour of a sympathetic treatment of the aged poor and of those who through misfortune have fallen in the struggle for an honest and honourable existence. To these we would judiciously give adequate out-relief. Yet another subject of great social importance. The question of Vaccination will also demand the attention of the Board. Believing that Compulsion is opposed both to the mental habits and freedom of opinion of the people, we record our emphatic protest against the principle of Compulsory Vaccination.'
