The letter is headed 'Borstal Establishments' and asks for support from the court for a resolution that was unanimously adopted by the Epiphany Quarter Sessions at Gloucester. " That a representation be made to the Home Secretary pressing for a variation in the conditions under which young persons can be sent to Borstal Establishments, by giving Courts of Summary Jurisdiction the power to commit them for trial at Assizes And Quarter Sessions when charged with certain offences (to be specified) which are not at present indictable." It was pointed out by a member of their Prison visting committee, who moved the resulation, that under the present system many young persons when they are sent to Borstal are already habitual offenders, since however many offences they may have committeed, they can't be sent to a borstal except on conviction of an indictable offence. it was felt that the percentage of cases reclaimed under the system would probably be very considerably higher if young persons who from their surroundings have every prospect of going to the bad, could be sent a Borstal before they have become hardened in crime: and to this end the class of offence for which sentences to Borstal can be given should be widened.
