    'Referring to the minutes I find in Nov 1863 a sub-committee of two members who had been at a previous meeting appointed for that purpose reported fully in Ann Collins Charity – the recipient Widows, must be of the town of Bedford but it does not appear that they should necessarily have a legal settlement in the town. That the right of appointment was alternately with the trustees and (the then) Hon S Fitz William as the successor of the late John Hawes Esq (the heir of Anne Collins). The agents of the Fitz-William Estate seem from time to time to have been informed of vacancies and to have said they “knew of no Widows of Bedford” they wished to appoint and left it to the Trustees. The widow then appointed was considered as the nominee of the Fitz William Estate and the trustees appointed to the next vacancy in their town. I have not the power to send you the minute book but any time you may be in Bedford I think with the consent of my Co Trustees I could show it you. The widows, 10 in number all living in Bedford receive each 24/ twice a year when you send me the cheques. Let me hear again from you soon with your wishes on the subject of the appointment to the vacancy. Wrote again February 27th.'
