Is certain Lord Castlereigh was misinformed that Bernadotte (who was recovering from a wound) was about to attack Holstein. Gives French dispositions; they were expecting English attack from Elbe. Count Budberg said there was no article in the Treaty of Tilsit closing ports to the British; & that he was willing to open Russian ports. Budberg since removed. Request that subject be not mentioned.
