Relinquished his appointment as paymaster last January, but got a brother-in-law appointed in his place, who carried on in his name till the actual appointment took place; when the balance due from writer was called on,
& he could not produce it. Asks for help by persuading agents to wait for the money. If his father [Joseph Leeds] hears of it, his prospects are ruined. Agents will report the matter to the Secretary at War.
