- Scope and ContentProvides information in support of Horner’s case [application for relief]. Horner, originally from Ripon, travelled to America in 1762, and became a merchant in Maryland for an eminent house in Liverpool. He went to Virginia in 1776, and quit America for England the same year leaving almost all his property behind, having refused to take up arms,. Applied for a pension as an American refugee on 3 February 1778 after various trade losses. Received £100 from Mr. Rowe, having been recommended by the Speaker and merchants of Liverpool, as an advance until his annual allowance was settled by the Board. Horner was not allocated an allowance, and next applied for and received £80 to assist his return to America with Lord Dunmore. Prevented from doing so upon news of M. De Grasse heading for Virginia.
