    Rayneval left Streatham yesterday evening with a full impression that orders had been peremptory regarding Trincomale. Nothing has occurred to Shelburne on reading the dispatches, except that everything must be returned signed before Tuesday, and that for this purpose it would be right to have a boat at Boulogne and orders should be given to the messenger from Paris to embark at whichever port the wind may best answer. The Article of the Mediation requires consideration. Objects to the word 'sanction', as it could easily be converted into guerranty, and applied to America, which may be "tying up the honor of posterity, as no one can answer what may happen between this Country and the Colonies in future". Takes it for granted there will be no Council, but hopes to call on Grantham at home at Whitehall.
