Daniel Hopkens, Juan Shee, Miguel [Michael] Welhan, 2nd lieutenants, have precedence over Juan Abercromby, 2nd lieutenant in the Irish Regiment. The first of these is in line for a lieutenancy and has been accepted by the Minister of War. Juan Abercromby has good marks; those with precedence over him owe it simply to the fact of having been cadets some months longer, except Hopkens who is now in line for a lieutenancy; given all the circumstances, could be given the first lieutenancy to fall vacant in the Regiment.
