Captain Adams, himself prisoner at Dartmoor, attributes disturbances to Governor's misconduct (Captain Shortland). The soldiers fired on the American prisoners in their rooms; 7 killed; thinks 7 died of wounds. Jury at inquest (verdict justifiable homicide) were all prison employees.
