    Report entitled "Out of the depths...: A Ratepayer's perspective on certain statutory bodies" by Peter S Reid BSc FBIM, with contributions from Andrew Simpson and Sebastian Reid BA AKC Dip Law, 1989 [Photocopied typescript, with maps and appendices, 57 pp] with covering letter from Councillor Reid to the Director of Leisure Services introducing the report and drawing attention to its main findings 18 January 1990 and (on dorse) copy of article from Bedfordshire Times 15 December 1989 concerning the report Note: this report deals with investigations carried out by Councillor Reid as a result of flooding at Thorncote Green and elsewhere in Bedfordshire. The investigations revealed "grey areas" for which none of the statutory bodies (i.e. Anglian Water, Bedfordshire and River Ivel Drainage Board, Mid Bedfordshire District Council, and Bedfordshire County Council) accepted full responsibility. It illustrates the lack of co-operation and co-ordination between these bodies, and focuses on a common failure to recognise the views and concerns of the ratepayer. In addition to fulfilling its purpose of identifying problems and suggesting solutions, the report also provides a "snapshot" of certain public services in the late 1980s. For this reason it will be of interest to future historians.
