Note: this report deals with investigations carried out by Councillor Reid as a result of flooding at Thorncote Green and elsewhere in Bedfordshire. The investigations revealed "grey areas" for which none of the statutory bodies (i.e. Anglian Water, Bedfordshire and River Ivel Drainage Board, Mid Bedfordshire District Council, and Bedfordshire County Council) accepted full responsibility. It illustrates the lack of co-operation and co-ordination between these bodies, and focuses on a common failure to recognise the views and concerns of the ratepayer. In addition to fulfilling its purpose of identifying problems and suggesting solutions, the report also provides a "snapshot" of certain public services in the late 1980s. For this reason it will be of interest to future historians.
