Refers to Circular 245, which states that Local Education Authorities are only permitted to increase the number of school places to meet an increase in school population, and not to improve poor conditions. Bedfordshire County Council would have to satisfy these conditions in the building of any new school to replace Harpur Secondary Modern School.
