  • Scope and Content
    Many of the basins in the cells becoming unserviceable due to corrosion. The Visiting Justices are desirous of bringing under the notice of the Court the question of the forfeiture of felon's goods. In August 1860 the then Secretary of State for the Home Department addressed a Circular to the Visiting Justices requesting that in the case of prisoners having property in their own possession and convicted of Felony (whereby the property becomes forfeited to the Crown) measures may be taken for causing the delivery of the same to the Sheriff in order that it may be duly accounted for by him and paid into her Majestys Exchequer. The Visiting Justices report that the practice and operation of this order has been to inflict considerable hardship in many cases where prisoners have been left entirely destitute upon their discharge, unless provision is made by the Visiting Justices for affording them relief under the Statute 5 Geo 4 cap85 to enable them to reach their place of settlement.
