Thomas Charles Higgins, George P Livius They observed that great improvement has taken place in the cells, as to cleanliness, sinc ethe appointment of the new Turnkey [James Banfield]. They recommended the case of the four prisoners in confinement for estreated recognisances vis William Pate, Reuben Blazeley, William Webster, and John Canfield as proper to be discharged, they having now suffered close imprisonment for three months.
