- Scope and Content(1) Edward Anthony Cumberland, surveyor of Park Square, Luton - drew up plan of footpath diversion and as agent of frank Chapman Scargill applied to Town Council of Borough of Luton for diversion (2) William Austin, articled law clerk of Dunstable Road, Luton - served order marked "B" to William Henry Leete of Luton, Borough Surveyor, to apply to justices to view the highway. Produced notice "C" which was inserted in teh Luton Reporter newspaper for four weeks (3) James Smart, builder of Castle Street, Luton - affixed notice "C" and copy of plan "A" to each end of the existing and proposed highways (4) William Briden Smart, magisterial clerk to Frank Chapman Scargill - affixed a duplicate of notice "C" to the doors of each chruch adn chapel in Limbury cum Biscott, Leagrave, Stopsley, East Hyde and West Hyde.
