- Scope and ContentJames Blowes: stated he did not take the collar. He was offered the collar by a man. He originally said yes, and the man took the collar from a dog. He changed his mind, but later offered the collar to Blowes again. Blowed refused and the man threw the collar over the yard gates. When asked about the collar Blowes collected it from where it had been thrown.
