Henry Lord St John of Bletsoe, Melchbourne Cottage; Ambrose Argenti, Picts Hill, Turvey [The managers of Carlton Training School]. recites:- applied to LCC for a building grant in aid of costs of repairs - agreed £600 so long as 30 places reserved for LCC boys for 10 years [agreement for 10 years for 30 boys under 16]. Grant will be paid in 2 installments - first 1 month after mangers have satisfied Education Officer of LCC that modernisation has been completed to satisfaction of Home Office, 2nd 12 months later. Disease to be sufficient reason for Carlton to refuse an offender "or bodily or mental defect as will prevent him from erning his own livelihood, or is in the opinion of the Managers unsuitable for Industrial Training". LCC will pay at rate of 4/- per week per offender and £3 towards suitable outfit. Power of inspection of pupils reserved to Special Schools sub-Committee of LCC - agreement to last 10 years and thereafter on a 6 months notice, provided offenders still there on expiry of agreement to be allowed to serve out their sentences.
