- TitleGrantham, St. James's to Fitzherbert, Paris (No 40, draft) Encloses extract of a Bill for the relief of the planters, merchants and inhabitants of Tobago and St. Lucia (not present). Grantham has reason to believe effects of it will be totally defeated if France's "Prohibitory Ordonnance" is not either recalled or modified. By this ordinance none but French vessels can have access to the French colonies. Unless British vessels are allowed for a certain time, the inhabitants will suffer. Fitzherbert to submit these matters to M. de Vergennes.
