Has received assurances from M. de Moustier that M. de Vergennes has written to M. de Vaugayou to call upon the Dutch to come to a conclusion. Fitzherbert to express to M. de Vergennes that the French Court is "bound by every Tie of consistencey & fairness to abide by the support of that opinion which he gave by signing the French Preliminaries, namely that the terms offered to Holland, were such as the Republick ought to accept, because he had invariably said that as soon as the Dutch were in a way of adjusting their differences with us the other signatures should take place". The Cabinet of Versailles is "too enlightened not to know how exceedingly delicate a situation this resistance on the part of Holland must create". Most of the officers who were to have gone on board the French Fleet from Cadiz are returning to France by land. Indication that the fleet will soon come to the ports of France.
