Has no need to point out how much this affects the public confidence, "which unless this is set right, will not return between the two Courts, nor need I add any Arguments to prove to you how much & how deeply I am personally concerned in it." "The Ratifications with France being exchanged the Epochs with them will be dated from the 3rd, and if the King determines ....to allow the same beginning to the Cessation of Hostilities with Spain, Holland & America, you shall be acquainted with it forthwith". As regards the signature, Fitzherbert is to sign as Plenipotentiary.
