Assumes de Vergennes has given Fitzherbert similar letters and that M. d'Aranda will take like steps. Fitzherbert to apply to the Ministers of the Courts of Versailles and Madrid for a sufficient number of passports for the ships that are to carry the news to His Majesty's distant dominions and the same will be given here to M. de Rayneval and M. Heredia. Fitzherbert to propose to the French and Spanish ministers an exchange of a number of blank passports for merchant ships.
