Britain can sign immediately if it is agreed to by the American Commissioners. Fitzherbert is to confer with Oswald regarding the state of such parts of the French negotiation that relate to America. Oswald is not to proceed to signature until he receives a written confirmation from Fitzherbert that the terms may be accepted.
