The Dutch refusal to accept either the mediation or an offer of a separate peace render the offer made to them in April null and void. The offer was never a preliminary concession but a conditional price for a separate peace. It is necessary for the Dutch to give in their terms. The Dutch professions of a desire of a reunion between the two nations are contradicted by the Declarations that accompany them. If M. Brantzen is in earnest, Fitzherbert is to assure him of the King's desire for such a reunion. If there is no prospect for such an event, the Dutch are not entitled to special terms.
