    Grantham, St. James's to Fitzherbert, Paris (private, copy) Agrees with Fitzherbert in thinking that the terms which Spain will finally hold out will depend on their prospect of acquiring Gibraltar. If the Spanish Ambassador's language is the same as the Spanish Court in not allowing Cuba or Porto Rico to be exchanged, Grantham cannot see how Britain will be satisfied. If Spain insists on Gibraltar, Britain will be willing to treat. Proposals must come from them and in that case nothing short of Porto Rico will be accepted in addition to Minorca and the Bahamas. Likewise Fitzherbert is to insist on and obtain West Florida. Fitzherbert to inform M. de Vergennes and M. D'Aranda that no time is to be wasted in coming to some decision. Lord Shelburne's letters to M. de Rayneval strengthen Fitzherbert's instructions in every respect. "I never was so pressed in point of Time & Business in my life". Encloses four volumes of Parliamentary History - has had no time to have sections on Gibraltar copied out.
