He will not fail to ask M. de Vergennes to use his influence to gain more moderation from Spain. The American Commissioners, Mr Jay in particular, declare they will sign their treaty without waiting for the concurrence of France, should France delay in concluding because of Spanish considerations. France's claims fall in very much with Grantham's Memorial except for Dominica. Encloses the supplement of the Paris Gazette (not present) regarding the pillaging and burning of Britain's settlements in Hudson's Bay by a force from St. Domingo - offers ample ground for retarding payment of the St. Eustatius claims. Congratulates Grantham on the approaching return of Lord Howe from his successful expedition.
