Grantham, St. James's to Fitzherbert, Paris (private & most secret, copy) Rayneval has mentioned Lord Shelburne's name in the Note Confidentielle in the article relating to Spain. It is to be replaced by Le Ministere Britanique. Fitzherbert is not to rely solely on Oswald's information about Africa. The ideas in the Observations have by not received the sanction of Cabinet. Grantham wishes the French would speak out. A difficulty has arisen over a negotiation by Mr Walpole on Fox's orders (without the consent of Cabinet) with M. de Castries regarding French subjects in St. Eustatia.
