Rayneval has had several conferences with Lord Shelburne as well as with Grantham. His last interview was with Shelburne and Grantham together when Rayneval copied Grantham's Observations. Fitzherbert is "never to omit stating the difficulties which in every Negotiation accompany and even embarrass Ministers acting under a free Constitution as ours". Mr Oswald is capable of giving Fitzherbert information on the African Trade. Dr. Franklin's letter to Grantham was "very handsome". Congratulates Fitzherbert on safe arrival of the Baltic Fleet.
