Grantham, St. James's to Fitzherbert, Brussels (No 9, copy) Grantham sends Fitzherbert full powers for treating with France, Holland and Spain. Also sends the King's instructions and the remainder of Grenville's correspondence. Great Britain, on receiving the articles, is to be guided by "no Principles but those of Justice and Moderation". Grenville is to assure M. de Vergennes that no time was lost in sending to the Admiralty the complaint made by M. de Castries.
