Harris, St. Petersburg to Grantham (private) (In cypher, not decoded, note to Grantham from Harris on separate sheet) Has put the enclosed under private cover as there "is a strong Disposition in the present ministry to place an unbounded confidence in the King of Prussia". Harris has not "the smallest Disinclination to a Prussian Connection". Whatever suspicions Harris has of King of Prussia acting at present a "doubtful part", he does not betray them in his conduct towards the Prussian minister with whom he lives "on a footing of perfect intimacy and with an appearance of the most unreserved confidence".
