Simolin seems to "recede in some Degree from the Liberal Acquiescence with which I had reason to think that the Empress viewed the Progress of the Negotiation at Paris." The Russian minister is conveying more to his Court than actually took place in conversation with Grantham. Grantham never alluded to any given period at which the negotiation should be referred to the mediators nor did he tell the Russian minister that Paris had been proposed by the French Minister as the scene of business. Harris is to be aware of this.
