    Grantham, St James's to Harris, St Petersburg (draft, No 11) Grantham has not been able to "make himself master" of the whole correspondence between Harris and his predecessors, yet the outlines of the conduct of the Court of Russia are well known to him. "Her Imperial Majesty's cordial Declaration that a Power like Great Britain should be supported; Her Resolution to speak to the Houses of Bourbon and to the Neutral Powers in a Tone so judicious & so firm; Her sagacity in discovering that the views of France alone direct the Councils of Spain & Holland; The truth of Her observations on the obstinancy of the former: Her just Resentment at the Insolence of the Other & Her affectionate satisfaction at our success in the West Indies, are all concurrent Proofs of the generous & magnanimous character of that great Princess." Such views should lead the way to a union of interests. He cannot add anything to Mr Fox's letter to Mr Simolin of 28th June which details the King's readiness to co-operate with the Empress.
