Occurrence Report of PC Eli Bayes. He met Edwin Primett of Ickleford, Herts, driving two cows along the Highway at Henlow, near the Bird-in-Hand. He had a certificate signed by James Mills from the Hertford Local authority dated 10 April 1877. He was driving the cows from Mr John Gurney's of Ickleford,, Herts, to Charles Tatam's of Clifton. PC Bayes said he ought to have a Licence from an Inspector of Bedfordshire. Primett said Mr Gurney had told him to take the cows and if anything was wrong he would bear the blame.
