    Case for the opinion of counsel. Case: - Duke of Bedford is owner of land in the Parishes of Chenies, Flaunden, Sarratt and Rickmansworth through which runs a trout stream known as the 'Chess' about 2 ½ miles in length. - Duke is owner apart from a small portion in Sarratt which belongs to Mr. Thomas Clutterbuck. - The adjoining lands are let to various tenants and the area of the stream is excluded in each tenancy agreement but the stream is not fenced off and the tenants have access to the stream to water their cattle. - At about the centre of the 2 ½ miles, there is water mill let to a tenant with the right to use the water for mill purposes. - To the greater extent the stream is in the Parish of Chenies. - In 1904 the Parish of Chenies was valued by Farraday and Rodgers for rating purposes and the assessment on the fishing rights described as the 'fisheries' was raised to gross £30 rateable value £25 but the stated area was increased to 9a 3r 15p. - The rates, however were paid by the Duke upon this assessment without demur until 1906 when from unknown reason, the assessment was raised to £200 gross and £100 rateable value, although nothing had occurred to enhance the value. - Includes four questions put forward concerning the Duke of Bedford's position in the matter and hand written answers thereto from Walter C.
