    Master's draft report to Governors of Chew's Foundation. Boys leaving, remarks on their past conduct and whether they should have the scholarship fee and present of Bible and Prayer-book; vacancies this year and the names of those who have passed the entrance examination. Ref. to the modified scheme of paying fees introduced 1887-8 (X277/243). In his opinion the scheme has not worked. Nearly all the fees are spent on clothes, the choice of tailor and material being left to the parent and paid for from funds. Hambling believes that the money is often badly spent - cheap suit purchased and the balance spent on shirts, Handkerchiefs, ties, collars etc. and recommends return to the old system by which a boy could get 2 good suits and 2 pairs of boots and a cap per. year.
