    The Association was formed in July 1939 as a pressure group opposing the rating revaluation proposed by Kempston Urban District Council. During its brief life the Association also considered other questions such as the incorporation of the Kempston U.D.C. area into the Borough of Bedford (it was in favour), refuse collection and the opening of Addison Park during the Winter season. The reasons for the demise of the Association are unclear but the last committee meeting was apparently held on 12 December 1946.
