    Sir Douglas was born 15 February 1897, s of late John Howard Howard and of late Mrs Howard, Biddenham House, Bedford. Educated Harrow. Commissioned in the 2nd battalion Bedforshire Regiment, 1915. Served European War 1915-18, France 1916 and 1918.Won MC in action with the British 4th Army in the Preux Mormal Forest, 1918. Entered Diplomatic Service as 3rd Secretary, Christiania 1922, Bucharest, 1924, 2nd Secretary 1925, Rome 1926, FO 1929, BA 1932, 1st Secretary 1934, Sofia, 1935, FO 1936, Madrid, 1939. Counsellor, FO 1941; Madrid, 1945, where he was Charge d'Affaires, Dec 1946-November 1949. Ambassador to Uruguay 1949-53; HM Minister to the Holy See, 1953 - 57. Retired 1957.
