Lucas, Castle to Grey (42) Requests he mentions to Sir James Graham, Home Secretary, the problems encountered in Sir Edward Blakeney's orders that troops cannot act without a magistrate to act as an escort, due to the low numbers of magistrates. He comments, "One of two things appears necessary: either that the order to the military be rescinded: or that Magistrates should be appointed to enable the military to act."
