This committee began in 1921 and was superseded in 1974 by Policy & Resources Committee [PR]
Its function in the County Council Yearbook for 1922/3 is described as: to deal with all questions of staffing or salaries in connection with the Technical and Clerical Staff of each department of the Council
The 1949/50 yearbook description is as follows:
1. To exercise and perform all the powers and duties of the Council with regard to ...
(i) The appointing of administrative officials to or their dismissal from all posts...[and fixing of salaries]
(ii) The appointment and dismissal of...technical and clerical staff [and their salaries]
(iii) ...all questions relating to superannuation
2. To be the establishment Committee to deal with...recruitment
3. To deal with the appointments...of all Manual Workers except those Employed by the Highways and Bridges Committee
The 1953/4 description is:
1. To be the Establishment Committee...
2. To report to the Council on the post of a Chief or Deputy Chief Officer becoming vacant

4. To be the Appeals Committee for any purpose for which an Officer has a right of Appeal to the Council...
The 1965/6 yearbook states:
1. To be the establishment Committee and to settle, vary and decide questions affecting establishments and conditions of service not for the time being delegated to any other Committee:
(1) Provided that the Staffing Committee shall consult the appropriate Committee before deciding major changes in the establishment of the Department under the control of such Committee; and
(2) Subject to the right of any Committee to appeal to the Council against any decision of the Staffing Committee
